Question: Car dies when idling, sometimes doesnt start, Code P1300, weared behaviour of engine RPM gauge etc.

I have 1996 toyota camry LE v4 2.2L sedan with 196K mile.
It developed a problem recently. It dies when idling at stop sign. Engine makes strange RPM before it cuts off. Check engine light turned on and core reader says P1300 for Ignition circuit malfunction no.1.
I have someone checked for spark plug and current in sparkplug wires. It seems normal. Also, randomly, if I turn key on (engine off, just before ignition position), Engine RPM gauge moves stragely bumps and stops (Engine is off). I don't know why the hell its moving since engine isn't yet turned on!. This behavior corresponds to some kind of weared noise coming out of distributor cap (Engine off but key on). When I start the car, it sometimes starts and sometimes not. When starts, it dies at idling.
What I did:
I have replaced spark plug and Flex exhaust pipe 2 months back. There is oil spill behind the engine. I have not noticed reduced oil level. I don’t know but there are 4 plugs behind engine (may be for spark plug wire I don’t know) and they seems to have oil there. I have cleaned carborator valve-butterfly valve but no effect. I don’t know f that’s fuel filter blockage, iac valve etc. Sometimes car starts and runs for 10-15 min before problem starts. Sometimes after it dies, it will not start for few minutes.
Please help. What to do?
